Assessing Network Access Quantity (NAQ) for each facility (i.e. how much capacity they can actually deliver given network constraints) up to their assigned CRC.

Only the portion of CRC up to the NAQ becomes Peak Capacity Credits. Flexible Capacity Credits are capped by Peak Capacity Credits for each facility.
